RE: Procedures for 2018 Student Assignment Cards

The individual instructional needs of English Learner (EL) students should be at the forefront of your considerations when determining student placement for the 2018-2019 school year. The instructional core for all students includes English Language Arts, Math, Science, and Social Studies. In addition, Integrated and Designated English Language Development is core for all ELs.

The district instructional framework for elementary ELs includes Designated English Language Development to build English language and access to grade level content with an emphasis on developing academic language. Designated ELD is part of a comprehensive approach to improve the academic achievement of ELs in listening, speaking, reading, and writing. It is a targeted, proficiency-level based approach with its own dedicated time of 30-45 minutes each day. Essential components of Designated ELD include:

 Purposeful clustering and placement of EL students by English proficiency level

 Emphasis on substantial content-based oral language practice to ensure accuracy and fluency

 Attention to the use of newly taught language throughout the day in academic and social settings

 Ongoing progress monitoring and assessment

Proper placement of students for Designated ELD will also facilitate teachers’ use of targeted Specially Designed Academic Instruction in English (SDAIE) and Integrated ELD Instruction in other core subjects throughout the day. Please see Recommended Procedures for Student Assignment Cards.
