|
The district will continue using the California English Language Development Test (CELDT) to conduct its districtwide K-12 Initial Identification of newly enrolled students and its Annual Assessment of English Learners (ELs) for school year 2002-2003. Students with disabilities required to take the CELDT can use accommodations or adaptations for testing as outlined in their IEP or ISP. State regulations provide that parents or guardians may not opt out of the CELDT assessment. This circular outlines testing procedures for all schools as required by state regulations. Initial Identification: All students newly enrolled in the district (including kindergartners) with a language other than English indicated on their Home Language Survey must take the CELDT within 30 days of enrollment, for the purpose of Initial Identification as either an EL or as Initially Fluent English Proficient (IFEP). Annual Assessment: The CELDT Annual Assessment will be administered to all continuing ELs in grades 1-12. The testing window for the CELDT Annual Assessment will begin on September 3, 2002 and end on October 23, 2002. In addition, during this Annual Assessment time period, students who are newly enrolled as an EL are to be assessed as an Initial Identification. Important
Note: Beginning July 1, 2002, Form B of the CELDT must
be used. Forms A and A+ are no longer to be used after June 30, 2002,
and must be returned to the Testing Unit, located at the Eugene Brucker
Education Center, Annex 3. An administrative circular on the return
of all Form A and A+ materials is in progress. Form B of the
CELDT will be delivered to sites sometime during the month of July 2002.
See "Materials Delivery and Usage" section below for more
details. The Testing Unit provided a series of "Nuts and Bolts" workshops in May to explain the operational and logistical aspects of administering and processing the CELDT. It is essential that all site administrators, CELDT testing coordinators, and second language program coordinators be familiar with these aspects because the California Department of Education (CDE) implemented significant changes for the 2002-2003 administration of the CELDT, which must be administered and processed as required by state law. A make-up "Nuts and Bolts" workshop for newly assigned administrators and staff is scheduled for September 12, 2002, at 3:30 in the Birney Auditorium. The Biliteracy and English Learner Support Department will provide additional training in the administration and scoring of the CELDT and the coordination of CELDT testing and other "beginning of the year" second language procedures. Schedules and more detailed information about these additional training sessions will be provided under separate cover. Only staff who have been fully trained may administer the CELDT. Staff who attended CELDT administration training during school year 2001-2002 have the option of being trained again, but are not required to do so. B. Test Procedures The importance of proper administration of the CELDT cannot be emphasized strongly enough. It is the responsibility of the site CELDT Test Coordinator to train site examiners and proctors in correct security, processing, and packaging procedures. Training materials for these tasks was provided at the "Nuts and Bolts" workshops last May. Security procedures must be strictly followed and no one may have access to or receive secure test materials unless they have previously signed and submitted a CELDT Test Security Affidavit. The CELDT is organized into levels according to the grade spans listed below. Students will take the CELDT within the grade span in which they will be enrolled during the 2002-2003 school year (e.g., a current 2nd grader will take the CELDT for grades 3-5). The tests to be given to the various grade spans or "levels" differ from one another. Because the CELDT measures the same construct at all grade levels, out-of-level testing is not allowed. Level 1: Kindergarten
through Grade 2 The following subtests are required of the respective grade spans shown below: Grades K-1:
Listening/Speaking Newly enrolled students taking CELDT for the purpose of Initial Identification must attempt all subtests required for their particular grade. ELs taking the CELDT for the purpose of Annual Assessment who already scored at the Early Advanced or Advanced level on the Listening/Speaking subtest AND are still within the same grade span (K-2, 3-5, 6-8, or 9-12) as the previous year are not required to take the Listening/Speaking portion again during 2002-2003. For example, if a 3rd or 4th grader achieved the Early Advanced or Advanced level on the CELDT Listening/Speaking test last year, he or she (as a 4th or 5th grader in September 2002) does not have to take the Listening & Speaking portion in the fall of 2002. However, the student is required to take the Reading and Writing portions of CELDT. Please note: because of the way CELDT grade spans are configured and the nature of identification of students as ELs, students taking CELDT who will be in grades K, 1, 3, 6 and 9 as of September 2002 must take ALL portions required for their particular "level" or grade span. In the fall of 2002, lists will be sent to schools to assist them in determining which continuing ELs need not take the Listening/Speaking portion of the CELDT. C. Site Scoring and Data Entry Sites must score the Listening/Speaking portion of the CELDT for ALL students taking it. In addition, sites must score the Reading and Writing portion for all CELDTs administered for Initial Identification purposes. Initial Identification scores for each subtest must immediately be entered into your site's AERIES (Second Language) Initial Assessment window before test booklets are delivered to the Testing Unit and forwarded to the publisher for re-scoring. D. Materials Delivery and Usage After July 1, 2002, the new Form B CELDT is to be used for both Annual Assessment and Initial Identification and will be delivered to sites during the month of July 2002. Unused Form B test materials are to be retained on site to use for students enrolling throughout the remainder of the school year who need CELDT assessment. The Blue CELDT envelope, Principal's Certification and Apportionment Form, Annual Assessment period Group Information Sheets (GISs) and School Group List (SGL), and pre-coded labels will be available after 7:30 a.m. on August 16, 2002. Schools are required to sign for these materials when picked up from the Testing Unit in Annex 3 at the Eugene Brucker Education Center. Initial Identification CELDT testing of pre-enrolled students in grades K-12 (with languages other than English indicated on the Home Language Survey) may begin in August of 2002. Initial Identification testing of pre-enrolling kindergarten students after July 1 is to be held until receipt of the new Form B CELDT materials. Under no circumstances may Initial Identification students be assessed with Form A or A+ materials after July 1, 2002. E. Return of Materials During the Annual Assessment Period At the end of the Annual Assessment window, October 23, separate completed Initial Identification Assessments from completed Annual Assessments. Enter the counts of each on the Principal's Certification and Apportionment Form (Attachment A). Working with one grade at a time, put completed Initial Identification assessments on top of completed Annual Assessments for that grade. Place a completed GIS on top reflecting a combined count for both Initial Identifications and Annual Assessments for that grade. Place in white CTB envelopes, by grade, and return to the Eugene Brucker Education Center as outlined in the following chart. Test materials must be returned to Annex 10 located at the Eugene Brucker Education Center between the hours of 7 a.m. and 4:30 p.m. on the dates indicated below.
NO CELDT materials
of any kind may be returned by audio-visual delivery truck or by school
mail. All unused Form B tests and blank answer documents should
be retained on site for continuing Initial Identification assessments.
Unused pre-coded answer booklets should be separated from scorable
booklets by grade level, marked as NONSCORABLE in a separate box, and
returned at the same time as the scorable documents. Schools wishing
to return any test materials prior to the applicable due date should
make arrangements with Denise Ormsbee The materials listed below must be returned to the Testing Unit in the special Blue CELDT envelope provided by the Testing Unit at the same time as the student test materials are delivered:

Return of Materials After the Annual Assessment Period After the Annual Assessment period is concluded on October 23 schools should retain unused CELDT Form B materials in order to test incoming students whose Home Language Survey indicates a language other than English as the home language. Schools have 30 calendar days to assess incoming students who meet the criteria described above. Schools must score all portions of the CELDT administered, as required for that grade level, and enter the scores on the AERIES system before forwarding to the Testing Unit on or before the end of each month. The Testing Unit will continue to use the special CELDT yellow envelopes for the monthly return of Initial Identification materials. Schools will receive new School/Group Lists (S/GL), Group Information Sheets (GIS), and Principal's Certification/Apportionment Forms - Initial Identification when they turn in their Annual Assessment materials. Additional CELDT materials can be ordered by faxing (619-725-7070) or mailing Attachment B, the Request for Additional CELDT Materials, to Shirley Sawyer. The materials listed below must be returned to the Testing Unit along with used test booklets and answer documents. Please be sure to use the special yellow envelope.
G. Mandated Cost Activities Time Log It is essential that all staff members, permanent or hourly, complete the Reimbursable Activities Time Log - CELDT (Attachment C) if they had some association with the CELDT Assessment. This enables your site to receive 20 percent of the district's paid reimbursement claim that is attributable to your site's reimbursable activity for each state-mandated activity. In addition, your site will receive 100 percent of the time spent completing each time log or timesheet. Note: on the bottom of each timesheet or log, there is a space to identify the amount of time spent to complete the form.
