Brief Explanation: |

| As
a result of SB 374, schools that receive categorical programs funding
through the Consolidated Application are required to develop a Single
Plan for Student Achievement (SPSA). State regulations require that the
School Site Council (SSC) be the group responsible for developing this
plan. Our district further requires that in the absence of an SSC, the
School Advisory Committee (SAC) assume this responsibility. The basic
requirements for this plan are (1) that goals be established based on
student academic performance data, (2) that sound, educational activities
and appropriate expenditures be identified to improve the academic performance
of the identified group(s), and (3) that the plan be monitored and evaluated
in terms of successful accomplishment of the goals. The deadline for schools
to submit the SPSA to the district is May 24 for schools on a traditional
calendar and June 28 for schools on a year-round calendar.
The SSC may appoint a writing sub-committee to perform the actual writing of the SPSA, but consultation about student performance data, student needs, identified goals, and appropriate interventions/preventions must continue to be a part of each SSC meeting. This ongoing involvement of SSC/SAC in the development of the SPSA is a critical element of the planning process and should be reflected in meeting agendas and minutes. This evidence of compliance should be maintained on site in the SSC notebook that was provided to each school last fall. Training and support materials on the SPSA were provided at the SSC/SAC Training on January 30 and January 31 and at the Professional Development Conference on February 25. Materials provided at these trainings included the presentation slides in handout form, the district's SPSA template, a list of schools required to write the SPSA, an example of the SARC, and examples of the API School Report. On March 8, additional support materials were mailed to each identified school. Those materials included the SPSA template in English and Spanish, the Reference Guide for Planned Improvements, and a request form to receive the SPSA template on disk. The Reference Guide for Planned Improvements was developed as a resource to assist schools in writing the "Planned Improvement in Student Achievement" section of the SPSA. The SSC/SAC is required to approve the newly developed plan at the site level and submit the plan to the central office for review before final approval by the district board of education. Final versions of the Single Plan for Student Achievement must be submitted in hard copy with original signatures by the above deadline to the Program Monitoring Office, Eugene Brucker Education Center, Room 3150. A copy must also be maintained on site. A three-ring binder in which to keep the school's copy of the Single Plan for Student Achievement will be sent to schools in early April. This notebook, along with the SSC notebook, will maintain important information and documentation for school use as well as for compliance requirements.
