Brief Explanation: This circular provides guidance to staff concerning requests by parents, or authorized representatives, to examine educational records related to a specific student. It also discusses the reproduction of educational records upon request of the parent or authorized representative. Under the IDEA regulations, as amended in 1997, the local public agency is required to provide the parent, or authorized representative, all educational records related to a specific student within five calendar days. The California Education Code, Article 56504 reiterates the policy and is quoted below for reference. "The parent shall have the right and opportunity to examine all school records of the child and to receive copies pursuant to this section and to Section 49065 within five days after such request is made by the parent, either orally or in writing. A public educational agency may charge no more than the actual cost of reproducing such records, but if this cost effectively prevents the parent from exercising the right to receive such copy or copies the copy or copies shall be reproduced at no cost."
