The district is required by state and federal
law to report the racial and ethnic make-up of students attending our
schools. As new students enroll, parents should be given the opportunity
to designate their child's racial/ethnic identification on the form
(attachment). It is not necessary to have already enrolled children
complete the form. If a parent refuses to identify their child(ren), a
visual identification can be made.
The Racial/Ethnic Identification Form provided with this circular (attached) should be used. This form was approved for use by the Board of Education in 1993. The form has two parts, the first part is the required section, and the second part is the optional designation section. Parents should fill out the required section, selecting only one of the current codes. This information will be used for federal and state reporting purposes and is entered as the first code on the student record. Parents then have the option of completing the second part of the form by identifying the student as any other designated racial/ethnic groups or the category multiracial/multiethnic (code Y). Due to concerns expressed by parents of multiracial/multiethnic children, the Board of Education changed the manner in which data is collected and reported by the district. The Board of Education requested staff to pursue with state and federal reporting agencies the possibility of maintaining and reporting multiracial/multiethnic as a racial/ethnic category. District staff has informed both reporting agencies of the need for a multiracial/multiethnic category. These requests have not yet been approved. Therefore, the Board of Education approved an optional category for multiracial/multiethnic student identification. The information is kept on the Student Information System (SIS). When the student enrolls and a parent selects the optional category, the optional code may be entered by tabbing over from the first ethnic code field and entering the additional code in the second space. This code Y cannot be used as the first code; if two codes are used, they must be different. The racial/ethnic identification form has been translated into Cambodian, Hmong, Lao, Spanish, Tagalog, and Vietnamese. Copies of each language are attached to this circular.
