Brief Explanation:

Many classified positions were reduced or eliminated effective June 30, 2000. There have been questions regarding the use of volunteers. It is important that volunteers not be used to perform duties of classified employees in positions that were impacted by the reduction in services.

Sites may not assign to a volunteer the work duties and responsibilities of employees whose positions have been reduced or eliminated. Work duties that need to be redistributed must be given to employees within the same bargaining unit. It is unlawful and against collective bargaining agreements to use volunteers to supplant instructional assistants. Volunteers cannot be asked to perform the work of any positions that have been impacted by the layoff. This is not limited to school sites but is districtwide.

Volunteers may continue to be used where they have been used by school sites consistently over the years as we developed the Volunteer Program in San Diego City Schools.
