Brief Explanation:

Attachment 1 - Peer Review and Enrichment Program Survey
Attachment 2 - Amendment To The Collective Negotiations Contract

The Peer Review and Enrichment Program, negotiated with SDEA, is the district’s approach to implementing AB 1X (Peer Assistance and Review). One component, the Peer Enrichment Program (PEP), provides professional development funds directly to sites on a per-classroom teacher basis. In order to distribute these funds, principals and department heads must certify the number of classroom teachers assigned to and working at their sites on December 15, 2000. Return completed certification survey to Samantha Clabaugh, Institute Support and Professional Development, IMC, Building A, by February 12, 2001.

For the purposes of this program, a classroom teacher is defined as any unit member whose major professional responsibility is to provide instruction to pupils in a classroom setting. Included in this definition are Life Skills teachers, instrumental music teachers, Reading Recovery teachers, librarians, resource specialists, etc. Part-time teachers and those who share contracts are also included.

Approximately $2.3 million will be distributed to sites to begin using this spring. Unspent 2000-01 funds will be carried over to the next fiscal year. Funds for the 2001-02 allocation will be distributed in August 2001. Funds for both years will be based on the numbers certified now.

Attached for your information is the contract language that specifies guidelines for establishing and implementing the PEP at sites. Principals must ensure that these requirements are fully met before expending PEP funds.

Additional information regarding the implementation of PEP and other components of the Peer Review and Enrichment Program will be forthcoming. If you have questions about PEP or need additional information, contact Samantha Clabaugh at (858) 496-1860 or sclabaugh@mail.sandi.net.
