  Date:   November 17, 2000
To:   Elementary and Atypical School Principals
  Subject:   CLASS SIZE REDUCTION (CSR)
Department  and/or  Persons  Concerned:   K-3 Classroom Teachers
  Due Date:   December 11, 2000
  Reference:   SB1777 Legislation
Action  Requested:   Complete and return the attached form by December 11, 2000 indicating whether or not teachers have been newly assigned to K-3 positions at your site

Brief Explanation:

Legislated class size reduction (CSR) training requires that K-3 teachers receive training in four elements prior to assuming teaching responsibilities in classes of reduced size. The State is encouraging districts to use existing venues to help teachers meet this requirement. Many sites have indicated that they embedded the CSR training elements into their site-based mandatory staff development days prior to the opening of school. The four training elements are:

• Individualized instruction.
• Effective teaching, including classroom Management.
• Identifying and responding to pupil needs.
• Opportunities to build on the individual strengths of pupils.

The district must monitor to ensure that teachers of K-3 classrooms have met this training requirement. In order to identify which teachers are still in need of the CSR training, we ask that you complete the enclosed information form (Acrobat PDF) and provide the accompanying documentation if applicable. Send completed forms to Samantha Clabaugh, Institute Support and Professional Development, IMC, Building A, no later than December 11, 2000.

Institute Support and Professional Development staff will review each site's information to verify whether or not teachers have fulfilled the requirement through participation in site professional development or through previous training. Affected teachers will be notified in writing about the need to attend training; principals will receive a copy of the notification.

Please note that it is the responsibility of the site manager to ensure that K-3 teachers are aware of and have met the CSR training requirement. Failure to do so will result in substantial loss of CSR State funding to the district.
