administrative circular.
(2) Destroy any remaining 1999-2000 school year certification materials, guidelines, and letter to parents/application forms. The 1999-2000 materials were PINK in color. The 2000-01 materials are BLUE in color.(3) Send home the letter to parents/application forms (Exhibits A and B) with each student on the following date: September 5, 2000 – All Schools(4) Certify needy students for free or reduced-price meals. |

Brief Explanation: |

|
At the beginning of the 2000-01 school year, an
estimated 25 percent of students eligible for free or reduced-price
meals will be automatically certified, without submitting individual
applications, through direct certification. Certification of the
remaining needy students will be accomplished as usual at the school site. Funds
for hourly clerical assistance are being furnished to assist in accomplishing
this task. Specific fund allotments for this function will be furnished to each
principal by memo mailed with the certification materials.
Schools will still send home application forms with each student on the first day of school as outlined in the "Action Requested" section of this administrative circular. In August, each school will receive their roster of students certified by direct certification. Attachment 1 outlines federal procedures for establishing needy student eligibility to participate in the free or reduced-price meal program for the 2000-01 school year. The government requires that completed applications must be processed within ten (10) days of receipt by the school office. Free and reduced-price meal applications have been printed in English and Spanish, and translations are available in other languages. Inquiries about additional materials should be directed to the Food Services Department. For background, under the National School Lunch Program, a nutritious lunch is available to students with the cost partially subsidized by the federal and state governments. The cost to the elementary school student in the San Diego Unified School District is $1.00. The cost to the student in middle and secondary schools is $1.50. Complete nutritious breakfasts are now offered at nearly all district schools. Under the National School Breakfast Program, the cost is partially subsidized by the federal and state governments. The cost to students in the San Diego Unified School District is $.50. Under the free and reduced-price meal program, additional federal subsidy is made available to provide these same meals to needy students who qualify according to specified government criteria.
