Brief Explanation:

 

In accordance with the Collective Negotiations Contract, a list of expected position vacancies for the 2001-2002 school year will be made available online. The new electronic post and bid procedure is attached and can also be accessed through the San Diego City Schools web site at www.sandi.net/personnel. The July Post and Bid will open June 27, 2001, and close July 8, 2001, at midnight. The list of vacancies can be viewed by any computer system that can access the world wide web.

ELIGIBILITY

Bids are limited to certificated permanent, probationary, and regional occupational program restricted contract staff of the San Diego Unified School District who meet the stated position qualifications. For the July post, visiting teachers and leave replacement teachers may bid for positions listed (Article 33). A teacher who has previously accepted a posted position from the February or May post is ineligible to participate in the July post. It is the staff member’s sole responsibility to insure information on the online Transfer Application Form (bid form name) is complete and correct.

CALENDAR CHANGES

All positions posted will commence on the start date for the 2001-2002 school year as determined by each school’s calendar. Human Resource Services Division (HRSD) will assist to provide opportunities to work a full contract work year for unit members returning from a leave or currently on a traditional schedule who transfer to a year-round schedule. Teachers transferring from a year-round to a traditional schedule will automatically change from a year-round (12-month pay) to the traditional (10-month pay) schedule or opt to stay on a year-round pay schedule for one year only; the following year will revert to the traditional 10-month pay schedule.

CLASS-SIZE REDUCTION (GRADES K-3)

All teachers assigned to Grades K-3 are required by law to receive class-size reduction training PRIOR to starting the teaching assignment. Teachers who transfer into Grades K-3 from other grade levels must call the Institute Support and Professional Development Department at (858) 496-1861 to confirm their status with regard to having completed the training. Teachers who have not completed this legislated requirement must contact the Institute Support and Professional Development Department for available training opportunities.

TEACHING AS A PRIORITY (TAP) GRANT – DESIGNATED SCHOOL SITES

The district is the recipient of a TAP grant designed to offer recruitment and retention support incentives to fully credentialed teachers at designated Academic Performance Index (API) 1-5 schools. Effective September 2001, eligible fully credentialed teachers will be issued a procurement card, which will allow purchase of classroom instructional materials, credential application fees, university coursework toward credential requirements or job-related skills. Completed coursework is creditable for salary advancement if taken at an accredited institution and related to the teacher’s current or future assignment. Preapproved expenditures and coursework must be related to instructional improvement. It is estimated that an allocation of $780 will be available to each eligible teacher at an API 1-3 school, and $575 for eligible teachers at API 4-5 school sites.

POST PROCEDURES

Review the attached electronic Post and Bid Transfer Application Process and follow explanations of the provisions of the transfer procedure. Bids can be accepted only if all requirements for submitting a bid are met.

  1. Must meet the minimum qualifications of credential(s) and status. Other special assignment responsibilities may be stated on the position vacancy list. The required credential must be registered with HRSD before the close of the posting period.
     
  2. For secondary positions posted with majors and minors, HRSD will certify that bidders have the required major or minor or have completed twenty (20) semester units for a minor and thirty (30) semester units for a major, based on transcripts on file with the district at the time of the close of the posting period. Teachers with an applicable minor may be considered for vacancies that receive less than five qualified bidders with the appropriate required major.
     
  3. Qualifications of applicants will be determined by HRSD.
     
  4. Bids will not be accepted after the closing date of July 8, 2001.
     
  5. A unit member who accepts a bid position in this posting period will not be eligible to bid again until the February 2002 posting period.
