Brief Explanation: |

|
Beginning with the 2000-01 school year, vice
principals and certificated central office administrators will be scheduled to
serve as members of the student expulsion panels for the Placement and Appeal
office. Under the direction of General Counsel Jo Anne SawyerKnoll, panel
members will be fully trained and then scheduled to hear cases of recommended
expulsion and write up the necessary documentation for action by the Board of
Education. Executive Committee members, Instructional Leaders, Director of
Literacy and vice principals from Focus schools are the only individuals
qualified by education code who will not be scheduled for this job
responsibility.
All other central office certificated administrators and school vice principals will be scheduled to serve on expulsion hearing panels on a rotating basis. Panels for the first six and last two weeks of the schedule will consist of central office members only. All other panels will be made up of one central office administrator, one elementary vice principal and one secondary vice principal. Each panel will serve for three to four consecutive days of a designated week from 12-5 p.m., so that vice principals remain on campus during the mornings. The panel will hear cases on the first two or three days and then write the findings and recommendations for those cases on the third or fourth day. An alternate is listed for each week, in case of illness of one of the panel members; the absent panel member will go back into the pool to be scheduled for a future panel. No exceptions will be made to the mandatory participation on student expulsion panels or the mandatory training. For your information, 58 certificated central office administrators are qualified to be panel members. To date, 51 elementary vice principals are eligible, with 80 secondary (middle level and senior high) vice principals. Attached you will find the schedule for the expulsion panels for this school year. (The schedule for School Initiated Placement [SIP] Council has been taken into consideration in assigning expulsion panel members.) Each administrator listed must serve the dates assigned and also must attend the appropriate training for panel members, as follows: 1. Central Office Administrators 2. Vice Principals
