Brief Explanation:

A copy of the traditional calendar for 2001-02 is attached to this circular.  The following action must be taken by principals/division or department heads and certificated staff at each site:

Mandatory Staff Development Days (Three)

The state budget and the collective negotiations contract between the district and the San Diego Education Association (SDEA) both provide for staff development days outside of the 180-day student academic year.  Per Article 8 of the SDEA collective negotiations contract, all unit members, with the exception of Child Development Center unit members, are required to participate.  For 2001-2002, the work year for all certificated unit members is 187 days, which includes four designated preparation days and three mandatory staff development days.

1.   August 31, November 9, 2001, and February 19, 2002 are designated as mandatory staff development days.  Staff development must be observed on those days, or there is an option of moving the August 31 staff development day to August 28, 29, or 30 in exchange for a teacher preparation day.

2.   If the certificated staff at your site elect to exchange the August 31 date for a prep day, place a red “S” on the date selected on the attached calendar.

3.   The timesheets will reflect August 28, 29, 30 and 31 as certificated workdays.  No timecards are necessary for certificated unit members with the exception of visiting teachers and unit members who are assigned a part-time contract, or in a job-share or reduced workload status (see the attached guidelines for additional information).

4.   Per the collective bargaining agreement, Article 8.1.2.1.b, contract unit members are eligible for absence with pay on staff development days only if ill or injured (as documented by a medical doctor’s note which must be attached to the timesheet) or if on bereavement leave.  There will be no make up opportunities for unit members who must be absent from the staff development days for legitimate reasons other than those cited above.

5.   Written notification of the staff development days must be provided to all certificated staff by May 15, 2001.  No changes will be permitted after this date.

6.   It is critical that the attached guidelines be followed in conducting the mandatory staff development days to ensure accurate payment from the state to the district, and accurate payment to eligible unit members.

The attached calendar, must be submitted to Carol Hinton, payroll specialist, Eugene Brucker Education Center, Room 1150, by May 15, 2001.  If the option of exchanging the staff development day of August 31 with one of the prep days of August 28, 29, or 30 is not selected, please return the calendar with a notation stating “no change.”  If a calendar is not received from your site by May 15, 2001, your site must observe the staff development day on August 31, 2001.  No exceptions!

Questions pertaining to placement of the staff development days or other payroll issues may be directed to Carol Hinton at (619) 725-7717, or by e-mail to <chinton@mail.sandi.net>.
