Brief Explanation:

Certificated staffing adjustments must be determined and returned to the Human Resource Services Division (HRSD) by March 30, 2001. As a basis for this planning, included is your tentative school site budget allocation package for school year 2001/2002 prepared by the Budget Department. (NOTE: Tentative budget allocations are provided only for school sites.) The budget allocations have been segregated to identify those resources which must be directed to the Blueprint for Student Success at your site versus those resources which are available for site direction. Included in the package is a detailed list, by fund and individual employee, of the filled positions as of March 1, 2001, and their associated projected cost for 2001/2002. Also included are your certificated formula allocations (CPUs) based upon the projected 2001/2002 low-range enrollment forecasts.

Also included are forms for staffing adjustments and the May post and bid information which should be completed and returned by March 30, 2001. Affected certificated staff who are declared in excess will be notified of their status and informed about the May and July postings.

REDUCTION OF STAFF

If the CPU allocation, or other available resources are insufficient to continue the current number of staff assigned, refer to the Collective Negotiations Contract, Article XII, Section 12.7.3: Reduction of Staff. Complete and return Attachment 1 by indicating staff to be reassigned or separating from the district (leave of absence, resignation, retirement, etc.). If the reason for leaving is for retirement or resignation, a separation form must be completed. In addition, all positions that are going to be reduced, including reduction of partial positions must be submitted. The deadline for elimination or reduction of certificated positions funded by any fund for 2001/2002 is March 30, 2001. After the start of the 2001/2002 school year, staffing adjustments will be based upon the actual enrollment count for any subsequent staffing increases and/or decreases.

POSITIONS TO BE POSTED

Complete and return Attachment 2 (elementary) or Attachment 3 (secondary) indicating all anticipated vacant positions as determined by increased CPU allocations, replacement of unit members, and those positions currently held by temporary, leave replacement, and restricted contracted staff. In addition, positions currently held by interns (except Bilingual Education Credentialing Alternative 1) are to be posted (Article 27, Section 27.5.2). Also attached are the posting worksheets (Attachments 4 and 5) for the July post, which may be submitted at a later date.

NOTE: The site administrator is to provide the site association representative with the opportunity to review and sign the list of proposed postings prior to forwarding to the Human Resource Services Division. In the event the association representative is unavailable (July post), a copy of the post information should be forwarded to the San Diego Education Association.

STAFFING CHANGES

Notify HRSD of all staffing changes (including the post and bid recipients) for the 2001/2002 school year by submitting the assignment authorization form indicating appropriate budget(s), position titles (grade/subjects), signatures, etc.
