Brief Explanation:

Classified staffing adjustments must be determined and returned to the Human Resource Services Division (HRSD) by March 30, 2001. As a basis for this planning, included is your tentative school site budget allocation package for school year 2001/2002 prepared by the Budget Department. (NOTE: Tentative budget allocations are provided only for school sites.) You will note the budget allocations have been segregated to identify those resources which must be directed to the Blueprint for Student Success at your site versus those resources which are available for site direction. Included in the package is a detailed list, by fund and individual employee, of the filled positions as of March 1, 2001, and their associated projected cost for 2001/2002. Also included are your classified formula allocations based upon the projected 2001/2002 low-range enrollment forecasts.

Classified positions may be reduced or eliminated only for lack of work or lack of funds. Managers who are recommending the elimination and/or reduction of classified positions effective June 30, 2001, must submit their recommendation on the attached form to the HRSD by March 30, 2001. This form is required to prepare a May 2001 board resolution for changes in classified staffing. If there are no changes in classified staffing for 2001/2002, please check the "No changes" line. All schools and departments must return the attached form by March 30, 2001.

The layoff procedure (elimination or reduction in work hours) is subject to many time constraints. If a request is not received by the deadline of March 30, 2001, it will not be submitted in the May 2001 board resolution. If a position is not reduced or eliminated by board action in May, the position must be staffed until the next layoff resolution is taken to the board in November 2001. The effective date would be February 1, 2002.

In order to affect the least number of employees, it has been necessary to place a hold on filling some positions. When a school site or department submits an assignment authorization to fill a vacant position, HRSD will determine if the vacant position will be needed for bumping to place a classified employee whose position may be reduced or eliminated. If the vacant position is needed for bumping, the site/department will be contacted by HRSD. The site/department may be able to place a substitute employee in that position until June 30, 2001.

The following summary of the layoff procedure may be of assistance in understanding the process and timelines involved.
