No. 48        Office of the Superintendent

  Date:   October 16, 2000
To:   All School Principals, Division and Department Heads
Subject:   RETURN OF ALL SAT 9, FORM S TEST BOOKLETS
Department  and/or  Persons  Concerned:   Principals, Vice Principals, testing coordinators, and school site personnel involved in testing
  Due Date:   October 27, 2000
  Reference:   None
Action  Requested:   Return all SAT 9, Form S test booklets and the completed attached Principal Certification Form to the Testing Unit

Brief Explanation:

An embargo has been issued by CDE relative to the purchase of the Stanford Achievement Test, Ninth Edition (SAT 9), Form S student test booklets by districts in California. Use of Sat 9, Form S student test booklets, even in controlled settings, may constitute inappropriate test preparation based on new state guidelines. Therefore, we are requesting that all such materials, along with the attached Principal Certification Form, be returned to the Testing Unit by October 27, 2000. Please note that you do not need to return the SAT 9 Compendium of Instructional Objectives or the Guide for Classroom Planning – only the SAT 9, Form S booklets.

The State Board of Education has indicated that calculation of the Academic Performance Index (API) for schools will, in the future, be based increasingly on the California Content Standards portion of the STAR program and decreasingly on the SAT 9. Later this fall, the state is expected to provide materials that will be appropriate to use in preparing students for the standards-based test.
