Normally, layoff resolutions are presented to the Board of Education in November and May to be effective at the end of the first semester and/or at the end of the school year. Classified positions may be reduced or eliminated only for lack of work or lack of funds. Site retention of documentation to justify layoff recommendations is required.Managers who plan to recommend eliminating and/or reducing classified positions effective at the end of the first semester must submit their recommendation to the Human Resource Services Division (HRSD), by October 27, 2000. Consideration should be given regarding the effect that any salary improvements or step/class increments may have upon staff who are partly or fully funded from categorical sources. Use the attached form (pdf) for identifying specific classified positions to be reduced or eliminated and the budget fund code(s) affected. Include any comments to further explain why this reduction is necessary. These comments will be used, if needed, at the Board of Education meeting on November 28, 2000. Requests submitted previously and not acted upon should be included on the form. If there are no changes in classified staffing for 2000-2001, please return the form marked "NO CHANGES." All schools must return the attached form by October 27, 2000. The layoff procedure (elimination or reduction in work hours) is subject to many time constraints. If a request is not received by the October 27, 2000 deadline, it will not be submitted to the Board of Education until April 2001 with June 30, 2001, as the effective date. The following summary of the layoff procedure may be of assistance in understanding the process and the timelines involved.
