District
English Learner Advisory Committee (DELAC)
School districts with more than 51 English learners are required to establish a District English Learner Advisory Committee (DELAC) made up of representatives from school sites with 21 or more English learners. The San Diego City Schools DELAC meets throughout the year in a collaborative effort to improve educational opportunities for English learners. The purpose of the DELAC is to advise the district school staff and parents on programs and services to English learners. This committee is an important part of the Institute for Learning and encourages public support and engagement. Parents (or guardians) of English learners not employed by the district must constitute a majority membership on the DELAC. The members should come from elections held by the site-level English Learners advisory committees. All DELAC meetings will be held at the Monroe Clark Middle School auditorium from 6:30 to 8:30 p.m. with childcare provided. The first meeting for 2000-2001 will take place at: Monroe Clark Middle School Auditorium Other DELAC dates for 2000-2001 are as follows: Wednesday, October 4, 2000 Wednesday, March 7, 2001 Site-level English Learner Advisory Committee (ELAC) Each school with 21 or more English learners in attendance, regardless of language, must form a functioning English learner advisory committee (ELAC). The major function of the ELAC (or subcommittee, if appropriate) is to advise the principal and staff on these programs and services to English learners. Tasks include: 1) advising the principal and staff on the school plan for services to English learners; 2) participating in any schoolwide parent needs assessment; 3) assisting with the language census (language proficiency assessment); 4) finding ways to make parents aware of the importance of regular school attendance.Training, planned in full consultation with the ELAC members, must also be provided to the members in order for them to carry out the committee functions. This committee can be an important part of the school's efforts in supporting public engagement. On the ELAC, the percentage of parents of English learners must be at least the same as that of English learners at the school. The ELAC may delegate its responsibilities to an existing school advisory committee or subcommittee. In order to do this, the ELAC must first be formed and then vote to approve delegating these responsibilities to an existing site committee. This approval is valid for two years. Elections for the ELAC should provide that: 1. Parents (or guardians) of English learners elect parent members of the committee. 2. All parents of English learners are provided the opportunity to vote. 3. Each school committee has the opportunity to elect a member to the District English Learner Advisory Committee (DELAC).VT (EIA-LEP) funds may be used to cover the costs of translation, childcare, and other reasonable expenses.
