  Action  Requested:   Submit new SSC chairpersons, membership rosters, and DAC representatives for 2000-2001 by the due date.
 

Brief Explanation:

San Diego City Schools Administrative Procedure Number 9060 requires that prior to the first official meeting of the School Site Council each year, the principal shall send information to the appropriate central office indicating that the committee has been constituted in compliance with all requirements of board policy and district procedures. The information shall include names and addresses of members.

A. School Site Council (SSC)

A School Site Council (SSC) is required at each school which participates in the School-Based Coordinated Program (SBCP) or receives School Improvement Program (SIP) or Pupil Motivation and Maintenance (M&M) program funding. All elementary and middle level district schools participate in the SBCP. Therefore, all elementary and middle-level schools are required to form an SSC. Education Code (52852) requires that the SSC be composed of:

  • half parents/community members (nondistrict employees),

  • half school personnel (with teachers in the majority).

The following high schools and alternative schools participate in a School-Based Coordinated Program (SBCP), receive School Improvement Program (SIP) or Pupil Motivation and Maintenance (M&M) program funds. They are all required to have an SSC.

In secondary schools, the parent/community portion of the SSC must also include students as follows:

Middle-level schools, based on a waiver from the California State Board of Education, a minimum of only one student is required. The remainder of this portion may be parents/community.

High schools are required to have equal numbers of parents/community and students.

B. School Advisory Committee (SAC)

An SAC is required by Education Code 54425 at schools funded with State Compensatory Education (SCE) funds. None of the district’s high schools receive SCE funds. However, San Diego City Schools Administrative Procedure 9060 requires that a School Advisory Committee be formed in all Title I compensatory education program schools without either a School Improvement Program (SIP), a School-Based Coordinated Program (SBCP) or a Pupil Motivation and Maintenance Program. The following high schools fit that description and are required to form an SAC according to the 9060 district administrative procedure:

Please call the Categorical Program Support office at (858) 496-1958 to discuss the configuration of the SAC or review the makeup of the SAC described in Administrative Procedure 9060, page 12 of the procedure, School Advisory Committee (SAC) (required by district). Although you will need to develop an SAC roster, you do not need to send it in to our office.

The following schools do not need to establish an SSC or SAC because they do not receive funding which requires either committee:

Henry

La Jolla

Point Loma

University City

C. District Advisory Council (DAC)

The SSC or SAC at each school site selects one member to serve on the District Advisory Council (DAC). The DAC serves as a representative body for all the schools and meets with district staff for meaningful consultation on state and federal funding, programs, and compliance issues. The DAC may make recommendations to the Board of Education. Please complete Attachment 2 and return it with Attachment 1 to Linda Buvinger, IMC Building D, by November 15, 2000.

The Categorical Program Support manager is the district liaison to the DAC. All DAC meetings will be held at Birney Elementary School Auditorium on Wednesdays from 7 to 9 p.m. with child care and translation provided (if needed). The first meeting for 2000-2001 will take place on Wednesday, September 13, 2000.
