Site Leadership Recruitment Incentive
The recruitment incentive program has been discontinued; referrals are no longer being accepted.
In the continued effort to prioritize improving student achievement, San Diego City Schools (SDCS) is excited to announce that the Broad Foundation will grant the district an award of up to $400,000 to recruit principal and vice principal candidates. The grant will support district efforts to enhance leadership in the effort to meet individual school needs to improve student achievement.

Background
Many districts are already experiencing a principal shortage. Approximately half of school districts nationwide reported a shortage of qualified candidates for vacant principals' positions, according to a recent survey by Educational Research Service. Often schools serving poor and low-achieving students are the hardest hit by a principal shortage and find it notoriously difficult to attract promising candidates.
A proposal to modify the selection process for principals and vice principals was first presented to the Board of Education on May 13, 2003 (see Related Documents). Modifications included waiving the two-year minimum experience requirement for elementary school candidates in favor of a one-year (ten month) experience requirement. The Broad Foundation subsequently notified the district it would award a $400,000 grant to support recruitment efforts.
Proposal Overview
The recruitment proposal, approved by the Board of Education June 10, 2003, contains the following strategies to be supported through Broad Foundation funding:

Hire expert(s) in the recruitment field |
The district will hire a recruitment officer on an hourly basis to begin full-scale recruitment efforts. The role of the recruitment officer will be to coordinate and facilitate the implementation of recruitment strategies and programs, work closely with staff to tap the district's teacher ranks for potential leaders, and actively seek to identify and contact exemplary candidates from outside the district. If necessary, the district may contract a professional expert in specialized areas of recruitment methods and practices.

Employ a full-scale advertising campaign |
The Office of Instructional Support will work closely with Human Resources and the Communications Office to employ an aggressive advertising campaign.

Develop a marketing plan |
The recruitment officer would work closely with the Communications Office to develop a marketing plan and high-quality materials to package, advertise and promote the unique features of the district to outside candidates.

Reward employees for referrals |
A "finder's fee" of $500.00 would be awarded to any district employee (subject to union negotiations) who refers successful candidates for principal or vice principal positions. A referral form (no longer available) has been developed to help track referrals and authorize the incentive reward.

Provide incentives for new hires from outside of the district |
Out-of-district candidates do not need to be referred by district employees in order to qualify for hiring incentives. Upon board-approved appointment to a vice principal or principal position, qualifying out-of-district candidates will be contacted regarding their status.

The Office of Instructional Support has met with representatives from the Administrators Association regarding the recruitment strategies described in this report and the association has indicated its support of the plan.
