Marian Kim-Phelps

Dr. Kim-Phelps was named 2013 Central Office Administrator of the Year by the Association of California School Administrators (ACSA) Region 18. She was awarded the 2009 and 2010 ACSA National Distinguished Principal Finalist Award from the State of California. She has a record of success in raising student achievement, both as a principal and an area superintendent. As a principal, she led the district's largest elementary school (1,450 students) in raising the API from 740 to 835, and increasing its Similar School Ranking from 2 to 10. Dr. Kim-Phelps' colleagues, staff, and parent communities describe her as "ethical and trustworthy," a "hard worker," and an "advocate for children." She is described by her area principals as someone who "demonstrates an uncompromising commitment to student achievement," and is an "inspiring leader who empowers others to work together toward a common goal." She has created a "collaborative culture ... integrating state-of-the-art technology" with "innovative research practices." Staff describes her as being able to "delicately balance heart and compassion, yet maintain a laser-like focus on systems of accountability."

Dr. Kim-Phelps completed her Doctorate degree at San Diego State University, and her dissertation study was Superintendent Leadership: Comparative Case Studies of Four Superintendents of Broad Prize-Winning Districts. She graduated from the University of California, San Diego with a B.A. in Psychology and a double minor in Biology and Theatre. She earned her M.A. in Educational Leadership from Point Loma Nazarene University, graduating Magna Cum Laude. Prior to and during her years as an educator, Dr. Kim-Phelps worked in hospital business administration for Scripps Health for over ten years.
