Overview
Research shows that reading skills tend to decline during the summer months, with the most significant problems found among low-income and disadvantaged students.

The No Child Left Behind Summer Reading Achievers pilot program is intended to combat this problem by helping students in grades kindergarten through eighth:
Maintain reading skills through summer break.
Return from vacation ready to learn and achieve.

Background
Last summer, the U.S. Department of Education (DOE) initiated the Summer Reading Achievers Pilot Program with Atlanta Public Schools. Nearly 18,000 of Atlanta Public Schools' 41,000 students took part in Summer Reading Achievers, and almost 11,000 met the goal of reading at least ten books. In addition, some 90,000 new books were distributed to Atlanta students, and more than two dozen local and national organizations actively supported the program.

This year, the federal pilot program is being expanded to include ten cities and one state. The added pilot sites were selected based on their strong business involvement in education, supportive community groups, and active district leadership in reducing the achievement gap.

Participating 2004 Summer Reading Achievers Sites include:
Springfield, MA Atlanta, GA Albuquerque, NM
Portsmouth, NH Gainesville, FL San Diego, CA
Pittsburgh, PA Kansas City, KS South Dakota
Camden, NJ Minneapolis, MN

In addition to covering the cost of promotional materials and certificates, the DOE will conduct local workshops, outreach to national and local partners, and provide support for kickoffs, celebrations, and other media events. Each district will appoint a high-level staff person to conduct outreach and communication, promote the program, and approach local businesses and community organizations to garner their support.
