Enrollment Options/School Choice Programs, Policies

  1. School ChoiceStudents that enroll into any School program (including School Choice, Magnet, Voluntary Enrollment Exchange Program (VEEP), or Program Improvement School Choice (PSC)) are encouraged to remain in the school or program through the end of each school year. Students enrolled in a School Choice program are considered residents of the school in which they have enrolled.

  2. Siblings of concurrently enrolled students receive the highest priority when a school choice application is submitted during the Enrollment Options Priority Application Period, prior to the school year desired. The priority time period (deadline) is from November 1 to February 15.

  3. TRANSFERS -- Students may leave the program and return to the resident or neighborhood school during the first four weeks of the school year. After that time period the parent must complete a Transfer Request to Return to Neighborhood School form and have the approval of the resident school administrator who must determine if space is available at the resident school. The only exception to the policy is for students who have moved out of the transportation pattern and no longer have transportation to the school. They should enroll immediately into the resident school.

    A student who transfers from the School Choice and then wishes to return to that program will be subject to all eligibility and enrollment criteria.

  4. Students who move outside of the San Diego Unified School District must apply through School Choice to continue and have an approved Interdistrict Attendance Permit. The enrollment will be subject to all eligibility and enrollment criteria.

School Choice is designed for students who wish to attend a school other than their neighborhood school. School Choice offers students the option of applying to San Diego Unified School District schools outside of their neighborhood.

  1. Students may continue through the regular feeder pattern (elementary to middle school and middle to high school) without reapplying once accepted through the application process as long as space is available.

  2. No student transportation is provided with the School Choice program enrollment. Parents must provide or make transportation arrangements.

The Magnet Program allocates additional resources to specific schools allowing for innovative themes, learning materials and equipment to significantly enhance student learning and attract students across the district.

  1. A student enrolled in a magnet program will not be allowed to make a parallel transfer to another magnet program of the same emphasis at the same level (elementary, middle/junior, senior).

  2. Transportation guidelines for ridership apply.

  3. Students who have made a commitment to a specific magnet theme are given first priority to continue in that theme when the student changes level/articulates (elementary to middle school and middle to high school).

  4. Students may continue through the school’s regular feeder pattern (elementary to middle school and middle to high school) without reapplying once accepted. Transportation is not provided. (This is not valid at dedicated magnet schools.)

The Voluntary Enrollment Exchange Program (VEEP) offers transportation to students residing within a specific boundary and encourages students from one community to attend approved pattern schools in another community.

  1. Students may continue through the regular feeder pattern (elementary to middle school and middle to high school) without reapplying once accepted. Transportation is provided as long as the student resides in the VEEP pattern school and all transportation guidelines are met. Transportation is limited and may be reduced when budgetary decisions are finished.

The Program Improvement School Choice (PISC) is a year-by-year program for students who reside within the boundaries of and attend a school that has not met one of its achievement targets for two years in a row. These students are offered the opportunity to apply to attend a specific non-Program Improvement school in the district and will be provided transportation within the limits required.

  1. When the resident school meets its achievement targets two years in a row or the student matriculates to a new school, students enrolled at a non-program improvement school of choice may no longer be eligible for transportation.

  2. Transportation guidelines for ridership apply.

  3. Students may continue through the regular feeder pattern (elementary to middle school and middle to high school) without reapplying once accepted. Transportation is only provided as long as the student resides in area that has transportation already provided to the school.
