OCILE Program Criteria
An OCILE schedule is generated for student participation at Old Town, Balboa Park, and the Race/Human Relations Outdoor Education Program at Palomar annually. Each spring, questionnaires are sent out to the schools regarding possible special requests to be considered in scheduling for the following year in these off-campus programs. In answering the questionnaire, schools should consider all activities on their master schedule. All requests will be considered as completely as possible. However, no school will always receive the "ideal" date(s) for participation. During some years the dates assigned will be more satisfactory than other years. Putting the schedule together each year requires the use of guidelines set forth by the federal government, plus district considerations. Following completion of the schedule, no changes are anticipated unless emergencies or growth in student enrollment make it necessary.
The needed input from school sites is appreciated and the OCILE office counts on continued school support. The OCILE schedule is available online or may be obtained by contacting the OCILE office at (619) 725-7296.

Program criteria for grouping schools: |
| 1. |
Low-performing API schools: These schools receive the highest priority in scheduling. |
| 2. |
Combining schools to achieve ethnic balance: The district currently has 24.4 percent white students at the elementary school level. This percentage is the target used in combining schools. |
| 3. |
Capacity at each OCILE program: It may be necessary to schedule schools with large numbers of students two to four different times to achieve racial balance and meet the needs of limited space at the facilities. School with more than 130 students per grade may be scheduled twice during the year. Schools with over 300 students may be scheduled three or more times during the year. Year-round schools may be scheduled twice during the year. The size of the groups will be between 260 and 300 students. Available facilities and staff restrict the flexibility in group size. Camp Palomar group sizes are especially impacted by the number of available beds and dining hall capacity. Old Town and Balboa Park group sizes are impacted by museum visitation requirements. |
| 4. |
Equitable rotation of scheduling throughout the calendar: Most schools prefer not to be scheduled during the testing window, at the beginning of the school year, or during four-day weeks in which a holiday occurs. School requests will be honored whenever possible. |
| 5. |
Constraints of multiple calendars: During certain times of the year, only year-round schools or traditional calendar schools are in session. Consideration will be given to year-round schools to avoid scheduling the first full week of instruction in each quarter. Middle schools unique calendaring needs will also be considered. |
| 6. |
Needs and preferences of the schools: Whenever possible, while congruent with the above, every effort will be made to honor school needs and request. An attempt is made to satisfy 80 percent of school requests. |
