Overview
In 2004, San Diego City Schools (SDCS) Transportation Services launched a comprehensive study of transportation services provided to approximately 22,000 students districtwide, as part of an effort to match a more effective utilization of existing transportation resources against clearly defined objectives intended to improve student achievement. The study was conducted by an independent transportation consultant, Nelson/Nygaard Consulting Associates, from September 2004 through February 2005. The study included a survey of over 3,800 parents and nearly 100 staff members. The final report was presented to the board and the study concluded in May, 2005.

A key focus of the study was the development of performance metrics for the department. Five goals were developed:

Safety
Provide the safest transportation service possible through excellence in training and on-going quality control.

Responsiveness to Parents and Schools
Maximize responsiveness to customers through innovative and responsible planning, communications and problem solving.

Reliability
Provide quality service to customers through the deployment of a well-maintained reliable vehicle fleet.

Cost Efficiency
Maximize cost efficiency for the San Diego City Schools.

Positive Workplace
The Transportation Services Department will provide a highly responsive, fully professional work environment.

Remaining action plans will be evaluated by staff and resource requirements will be identified.
