Overview
Since 1998, San Diego City Schools (SDCS) has been implementing an aggressive reform agenda in an effort to increase student achievement, close the achievement gap among racial/ethnic groups and modernize and streamline business operations in the district.

In order to form a comprehensive assessment of what the district has achieved, the challenges ahead, and how the district should proceed, a comprehensive research effort was commissioned, which includes the work of more than a dozen education experts and researchers. Their collaborative work, the San Diego Review, will be presented in a daylong event at the University of San Diego on Monday, September 27.

Research Topics & Teams
The principal investigator was Frederick Hess of the American Enterprise Institute. Dr. Hess participated in a similar effort, initiated by Department of Education Secretary Rod Paige when he was superintendent of the Houston Independent School District.

Revised versions of the research papers originally presented in September 2004 in San Diego, were available below until January 3, 2005, after which time they were removed from the website in order to comply with the copyright of the official publication of the papers in spring 2005 by Harvard Press.
