Financial Operations Division Office of Resource Development Grants Overview The Office of Resource Development (ORD) researches and identifies educational grants and other funding opportunities available for K-12 public education in an effort to secure outside/private funding for programs and projects that enhance student achievement and support teachers in the classroom. Adhering to district procedures ensures that funds awarded to the district are appropriate for use with district programs and projects. The Grants Office, Mandated Cost Unit and Pupil Accounting Department are divisions of the Office of Resource Development. Getting Started Step 1: Review Administrative Procedure 1320 A Request to Develop a Proposal (RDP) is required for all special project applications/proposals or grants regardless of the amount of the expected award. Forms and templates can be found under the RDP section. Once you have selected a grant for which you would like to apply, download the Request to Develop a Proposal (RDP) form. It is suggested that you also print the instructions to help you fill out the RDP form. Step 2: The Funder will indicate if the project requires a formal evaluation. The principal investigator must describe evaluation needs on the Evaluation Impact Form. Complete this form if an evaluation is required. External evaluators or the district’s Program Studies Department may be contacted to perform required evaluations. Note: Evaluations for projects may not be released to outside evaluators without prior approval from the executive director of the district’s Standards, Assessment, and Accountability (SAA) Division. If the funding opportunity requires an evaluation, download and complete the Evaluation Impact and Study Design forms. Print out the appropriate instructions to assist you. Step 3: Contact Office of Resource Development (ORD) to request information such as CDS codes; CBEDS enrollment; Free and Reduced Lunch data; calculating indirect costs; reviewing your narrative; Federal Tax ID; and other assistance. Step 4: Submit a hard copy of the RDP by fax or interoffice mail, along with a copy of the funder’s Request for Application (RFA) or Request to Develop a Proposal (RFP) to ORD. ORD will forward these materials to the Deputy Superintendent for review and approval. The ORD will notify the principal investigator of the approval of the RDP following the review and authorization of the Deputy Superintendent. Step 5: Please note that the district's RDP process is separate from the grant requirements of the funding organization. Be sure to submit your grant application or proposal according to the deadlines posted by the funding organization. To ensure that ORD is notified of all special projects/applications/proposals or grants, please verify that the ORD is listed as a contact address on all application materials. Step 6: Upon receiving an award notice ORD will forward the notice to the contact listed on the RDP. ORD will also inform the principal investigator, Financial Operations Division, and SAA of grant awards. Note: Grant activities are not authorized until the district has received the grant award notification from the funder. If you receive the award letter, you must submit it to ORD for review and distribution. The principal investigator is responsible for all record-keeping, reporting and retention compliance required by the granting agency and the district as per Administrative Procedure 1320.
