Facilities Planning and Construction

The mission of the Facilities Planning and Construction (FPC) Division is to design and construct clean, safe, environmentally friendly facilities that encourage successful teaching and learning.

FPC manages the implementation of the general obligation bond program, Proposition S. The services within FPC are planning, project management and construction. FPC manages two types of projects:

  1. Physical Plant Operations facility improvement projects, which are typically smaller and include repair/replacement work; and

  2. Capital facilities bond projects, which are typically larger and more complex, and funded by a general obligation bond funds approved by the San Diego voters.

FPC works with all San Diego Unified divisions to provide education facilities and various support services. FPC is made up of five primary functions:

  • Capital Strategic Planning

  • Project Management and Cost/Schedule Controls

  • Post-Award Contract Management

  • Construction Management

  • Program Management
